An Application to Determine the Competencies of Local Governments for Sustainable Urban Mobility Plans

Abstract

In the present days, cities have become the economic hubs of modern society with rapidly increasing populations resulting in traffic congestion, noise and air pollution, leading to a decline in the quality of life. To address this, a sustainable and integrated planning approach has been adopted to enhance living standards in European cities. As a new planning approach, Sustainable Urban Mobility Plans (SUMP) were introduced in 2009 to provide a solution. Around 1,000 European cities of varying sizes have commenced SUMPs or formulated comprehensive, multimodal transportation strategies aligned with their distinct geographical features and particularities. The only current SUMP application in Turkey is the "Istanbul Sustainable Urban Mobility Plan", prepared by the Istanbul Metropolitan Municipality and published in 2022. This study analyzed the adequacy of Sustainable Urban Mobility Plans (SUMP) implemented by local governments in Turkey, utilizing a survey and adequacy map. The findings suggest insufficient knowledge and capacity of local governments regarding SUMP implementation, indicating the need for recommended improvements.

Yerel Yönetimlerin Sürdürülebilir Kentsel Hareketlilik Planları Yeterliliklerinin Tespiti Üzerine Bir Uygulama

Abstract

Günümüzde kentler modern ekonominin güç merkezi olup, hızla nüfusları artmaktadır. Bu durum, trafik sıkışıklığı, gürültü ve hava kirliliği ve sonucunda kişilerin yaşam kalitesinin düşmesini beraberinde getirmektedir. Bu durum gözetilerek Avrupa kentlerinde yaşam kalitesini arttırmak için sürdürülebilir ve entegre planlama yaklaşımı benimsenmiştir. 2009 yılında ise Sürdürülebilir Kentsel Hareketlilik Planları (SUMP), yeni bir planlama yaklaşımı olarak sunulmuştur. Avrupa’da farklı ölçeklerde yaklaşık 1000 şehir, kendisine ait coğrafi özelliklere ve kendi özgünlüklerine uygun bir şekilde SUMP’a başlamış veya SUMP’lara benzer kapsamlı, çok modlu ulaşım planları geliştirmiştir. Türkiye’de yürürlükte bulunan tek SUMP, İstanbul Büyükşehir Belediyesi tarafından hazırlanan ve 2022 yılında yayımlanan “İstanbul Sürdürülebilir Kentsel Hareketlilik Planı’dır. Bu çalışmada Türkiye’deki yerel yönetimlerin SUMP yeterlilik durumları anket yoluyla analiz edilmiş ve bir yeterlilik haritası oluşturulmuştur. Ana bulgu olarak; yerel yönetimlerin SUMP konusunda bilgi ve kapasitelerinin henüz istenen düzeyde olmadığı ortaya çıkmış, bu durumun iyileştirilmesi için öneriler geliştirilmiştir.
