SÜRDÜRÜLEBİLİR KALKINMA ANLAYIŞINDA YENİ BİR KAVRAM: DÖNGÜSEL EKONOMİ

Abstract

Gelişmiş ülkelerin sanayileşerek
kalkınma çabalarının başarıya ulaşması diğer ülkeleri de bu alanda çaba sarf
etmesine neden olmuştur. Sanayileşme ile birlikte artan kitlesel üretim
kaynakların tüketiminin ve atıkların artmasına neden olmaktadır. Artan çevre
kirliliği insan sağlığını ve gelecek nesillerin refahını olumsuz bir şekilde
etkileyecek büyüklüğe ulaşmaya başlaması uluslararası toplumda çeşitli çareler
aranmasına neden olmuştur. Sürdürülebilir kalkınma anlayışının öne çıkması ile
birlikte mevcut ekonomik yaklaşım olan doğrusal ekonomide istenen sonuçlara
ulaşılamayacağını göstermiştir. Bu nedenle al-yap-at şeklinde işleyen doğrusal
ekonomiye alternatif yaklaşımlar geliştirilmeye çalışılmıştır. Döngüsel ekonomi
bu çabaların bir sonucudur. Sürdürülebilir kalkınmanın hedeflerine ulaşabilmek
için geri dönüşüm, yeniden kullanım ve azaltım prensiplerinin kabul edildiği
döngüsel ekonomi, ürün yaşam ömrünün arttırılmasına ve ürün yaşam ömrünün her
sürecinde söz konusu süreçlerin işlemesine dayanmaktadır. Döngüsel ekonomi
özellikle Avrupa Birliği üyesi ülkelerde yavaş yavaş uygulamaya sokulmaktadır.
Böylelikle kaynak verimliliğinin artması, atıkların azaltılması ve kaynakların
aşırı tüketiminin engellenmesi amaçlanmaktadır.

A New Concept in Sustainable Development Approach: Circular Economy

Abstract

The success of
the development efforts of the developed countries, which they have been aiming
at together with industrialization, has led other countries to make efforts in
this field. Increasing mass production, along with industrialization, causes
the consumption of resources and waste to increase. The increasing
environmental pollution has begun to reach a size that will adversely affect
human health and the prosperity of future generations, causing the
international community to seek various remedies.With thedistinguishof the
concept of sustainable development, the current economic approach, the linear
economy, has shown that the desired outcomes cannot be achieved.For this
reason, it has been attempted to develop alternative approaches to linear economics
that operate in the form of take-make-dispose. The circular economy is the
result of these efforts. The circular economy in which the principles of
recycling, reuse and reduce are adopted to achieve the goals of sustainable
development is based on increasing the product life span and the process of the
processes in question at every stage of product life span. The cyclical economy
is gradually being put into practice especially in the countries of the
European Union. Thus, it is aimed to increase resource efficiency, reduce waste
and prevent excessive consumption of resources
