Abstract

Erken Cumhuriyet Dönemi’nde çıkartılan kanun ve talimatnameler ile camiler kadro dâhili ve kadro harici olarak tasnif edilmiş; tasnif sonunda kadro haricine çıkarılanlar kapatılmış veya satılmıştır. Özellikle yeni düzenin/Cumhuriyetin inşa yılları olan 1930’larla birlikte hazırlanan tasnif talimatnameleri ile çok sayıda cami kadro haricine çıkarılıp kapatılmıştır. Kapatılan camilerin satışları 1927 senesinde sıklaşmış olmasına rağmen, hukuki açıdan satışların hangi kurallar çerçevesinde yapılacağı 1935 tarihinde çıkartılan kanunlar ile belirlenmiştir. Bu kanunların yürürlüğe girmesiyle birlikte Tek Parti iktidarı cami kapatma-satma uygulamalarının hukuki altyapısını tamamlamıştır.

Bu çalışmanın konusu, tek parti döneminde gerçekleştirilen cami kapatma-satma uygulamaları, gerekçeleri, kimlere ve ne amaçla satıldığıdır. Temel problematik ise bu uygulamaların hangi amaca binaen yapıldığı ve iktidarın cami algısı çerçevesinde sergiledikleri siyasetlerin değerlendirilmesidir.

Sales of Mosques in the Single Party Period

Abstract

With the laws and regulations issued in the Early Republican Period, mosques were classified as staffed and unstaffed. At the end of the classification process, those that were unstaffed were closed down and sold. Especially with the new regulations prepared in the 1930s for the establishment of the new order/Republic, more mosques were left unstaffed and closed down. Mosque sales became frequent in 1927, and the legal rules under which the sales would be made were determined by the laws enacted in 1935. With the enactment of these laws, the Single Party government completed the legal infrastructure of mosque closing-selling practices.

The subject of this study is the practices of closing down and selling mosques during the single-party period, their reasons, to whom and for what purpose. The main problematic is the evaluation of the purpose of these practices and the politics of the government within the framework of perception of mosques.
