PDCA Cycle in Quality Processes: Proficiency Levels of Turkish Universities According to the Opinions of External Evaluators

Abstract

Turkish universities have been experiencing a rapid change and transformation in their quality and accreditation processes. The stakeholders of this development have encountered many new concepts, methods, and techniques. Among others, the Plan, Do, Check, Act (PDCA) cycle has been a frequently recommended technique to be used. The study aims to introduce the conceptual and theoretical analysis of the PDCA, examine its application conditions in the Turkish higher education institutions given the view of external evaluators, and determine the application areas of this cycle. A qualitative case model was used in the study. Data obtained from 42 participants who worked as external evaluators in the quality processes of higher education were analyzed. Findings show that Turkish universities’ knowledge about the PDCA cycle is very limited; the cycle has been used only because of necessity; and whereas the Plan and Do stages were successfully performed, the application of the Control and Act stages were insufficient. The technical use of the PDCA was also found very limited. We suggest that training support by the Turkish Higher Education Quality Counsel and universities will contribute to effectively using the cycle as an auxiliary tool in quality processes.

Kalite Süreçlerinde PUKÖ Döngüsü: Dış Değerlendiricilerin Görüşlerine Göre Türk Üniversitelerinin Yeterlik Düzeyleri

Abstract

Türk üniversiteleri kalite ve akreditasyon süreçlerinde hızlı bir değişim, dönüşüm yaşamaktadır. Sürecin paydaşları birçok yeni kavram, yöntem ve teknikle karşılaşmaktadır. Planla, Uygula, Kontrol Et, Önlem Al (PUKÖ) döngüsü Türkiye’de yükseköğretim kalite süreçlerinde kullanılması sıklıkla önerilen bir tekniktir. Çalışmanın amacı, PUKÖ döngüsünün kavramsal ve kuramsal çerçevesini tanıtmak; kalite süreçlerine katılan değerlendiricilerin görüşlerine göre Türkiye’de yükseköğretim kurumlarında PUKÖ döngüsünün uygulanma durumunu incelemek; döngünün yükseköğretimde uygulama alanlarını tespit etmektir. Çalışmada, nitel araştırma desenlerinden durum çalışması kullanılmıştır. Yükseköğretim kalite süreçlerinde dış değerlendirici olarak görev alan 42 katılımcıdan elde edilen veriler analiz edilmiş, üniversitelerde bilgi yetersizliklerinin olduğu; döngüyü bir zorunluluk gereği kullandıkları, Planla ve Uygula aşamalarının başarıyla gerçekleştirildiği ancak Kontrol Et ve Önlem Al aşamalarının yetersiz düzeyde gerçekleştirildiği görülmüştür. Bazı katılımcıların izleme sürecinde veri toplama sorununa işaret etmelerine rağmen genel olarak PUKÖ döngüsünün kullanımında yararlanabilecek araçlara dikkat çekmemiş olmaları, döngüyü kendi başına yeterli bir iyileştirme aygıtı olarak algılıyor olmaları şaşırtıcıdır. Sonuçlar, PUKÖ döngüsünün teknik açıdan kullanma yeterliliği konusunda önemli eksikliklerin olduğunu göstermektedir. Katılımcılar, döngünün kullanımıyla ilgili eğitim gereksinimini belirtmekle birlikte hangi araçlarla desteklenmesi gerektiği, ne gibi yöntemsel veya teknik eksikliklerin olduğu konusunda herhangi bir görüş bildirmemişlerdir. YÖKAK ve üniversitelerin PUKÖ uygulamasında kullanılan yardımcı araçlarla ilgili eğitim desteği sağlaması, döngünün etkin şekilde kullanılmasına katkı sağlayacaktır.
