Abstract
İş Yapma Kolaylığı (Ease of Doing
Business) Endeksi Dünya Bankası’nın her yıl yayınladığı en önemli
endekslerinden biridir. Endeks, ülkeleri yatırım yapma ve yatırımları sürdürme
sürecindeki prosedürler açısından değerlendirmekte ve yatırım yapılabilecek
ülke sıralamalarını ortaya koymaktadır. Endeks verileri Dünya Bankası’nın küresel
ve yerel ortaklarından elde edilmekte olup, belirsizlik ve öznellik içerme
olasılığı yüksek olan verilerdir. Endeks on adet kriter açısından aritmetik ortalama
almaya dayanan bir metoda sahiptir ve her kriterin önemini eşit almaktadır.
Endeks verilerinin bu özelliklerini dikkate alarak, bu çalışmada İş Yapma
Kolaylığı Endeksinin altı yıllık verilerinden faydalanılarak OECD ülkeleri sıralanmaktadır.
Çalışmanın yöntemi, aralıklı veri kullanmaya olanak sağlayan bir çok kriterli
karar analizi tekniği olan Stokastik Çok Kriterli Kabul Edilebilirlik Analizidir.
Ülkeler için iş yapma kolaylığı
açısından yüksek olasılıkla yer alacakları sıraların yanında ülkeleri yukarı
sıralara taşıyabilecek ağırlık setleri de elde edilmiştir. Çalışmada yıllar
içinde birikmiş bulunan İş Yapma Kolaylığı verilerinden faydalanılarak
verilerin elde edilmesi sürecinden gelen belirsizliklerin, sapmaların ve
hataların da göz önünde bulundurulduğu bütünsel bir sıralama ve sıralamaların
duyarlılıkları ortaya konmuş olmaktadır.

Abstract
Ease of Doing Business Index is one of the most important World Bank
Indexes published every year. The index evaluates and ranks the World countries
in terms of procedures for investing and sustaining the investments. The data
for the index are gathered from several global and local partners of World Bank
and have a high level of potential for uncertainty and subjectivity due to the
diversity in resources. The standard methodology of the index is based on
arithmetic mean of values in ten different criteria for each country, which
takes the weight of importance as equal for all criteria. Considering those
properties of the data, in this study, we rank the OECD countries by making use
of Ease of Doing Business data for 6 years. We apply Stochastic Multicriteria
Acceptability Analysis (SMAA) method, which is a multiple criteria decision
method that enables incorporation of interval data. As well as the ranks with
the highest acceptability for countries, the analysis provides the weight
vectors that can move the countries to the top ranks. The study provides a
comprehensive ranking and sensitivity of ranks using accumulated data on Ease
of Doing Business during the years while taking potential uncertainties,
deviations and errors in data collection process into account.
